Loitering: Gateway to Crime (Demo)

Starting in January 2013, loitering in front of someone’s business (HELLO Seat Pleasant gas stations) gets you issued a warning, 2nd time offfenders get a $500 fine, 3rd time loiterers get a $1000 fine at the third.  I’m thinking that loiterers are not bothered by that but maybe the police will have more authority to search them after discovering they’re repeat offenders.  People loiter in front of stores because they are mostly selling drugs or looking to rob somebody.  Plain and simple.  The police officer in the video below calls loitering a “gateway” crime.  That’s exactly right.
