Maryland state health department has failed to secure, manage and control information related to birth certificates.Â One of the several discoveries by auditorsÂ was that 17 employees are able to make changes to birth certificates but no oneÂ has been doing thatÂ because the ONE person who used to do it left state employment in 2008.
