It’s so hard to track down these phone scammers. And quite frankly, who wants ANYTHING a scammer is offering? From WTOP, the story of PGCO resident who’s phone number was “spoofed”.  Call it what you want, it’s common stealing.  “Over a three week period, Sylvia Livingston of Accokeek, Md., was getting as many as 40 return calls a day. But Livingston had not called any of the numbers.  Livingston’s phone number had been “spoofed,” meaning a scammer had stolen her number and used it to make calls. And Livingston’s number was showing up on the caller ID.
In several cases, the people on the other end were angry because the scammer was rude or asked for their minor child, and they called Livingston’s number to complain.  Livingston has filed a complaint with the FCC.  There is a law against phone spoofing, called the Truth in Caller ID Act of 2009, but it’s unclear what if anything can be done to prevent it from happening.  If you are contacted by a scammer, the FCC suggests you do not give out personal information in response to an incoming call.”
CrimeSceneFeatured ImagePolice are still trying to track down the suspect who, on Saturday June 22nd, approached a 7-year old child with a gun while she was out riding her scooter in Upper Marlboro’s Marlton Community, dragged her behind a building in the 8800 block of Heathermore Boulevard, sexually assaulted the 7-year old, and then ran away like the sorry dog that he is.  Myfoxdc reported this heinous incident, “Prince George’s County police say a little girl playing on a scooter was abducted at gunpoint and sexually assaulted Saturday afternoon in the Marlton area of Upper Marlboro.  Investigators say the 7-year-old was dragged into the woods next to an apartment complex by an older white male with a gray beard.
Prince George’s County police say the little girl had separated from her friends and was taking a spin by herself down a tree-lined path around 3 p.m. when a man with a gun forced her into the woods.  Just after 1 p.m. Monday, police cadets from the academy spread out in the vicinity of where the assault occurred and conducted a grid search. With only one witness and no surveillance video, investigators were looking for anything that could help them solve the crime.
Telephone Feature ImageInvestigators and K-9 teams had been at the complex on Heathermoore Boulevard since Saturday and were back again Monday afternoon. “What we can tell you right now is the victim is describing the suspect as an older white man with a heavy build,” said Julie Parker with Prince George’s County Police. “He’s bald and has a goatee style beard with no mustache. He was last seen on foot in this area.”  Anyone with information about this case is urged to contact the Prince George’s County Police Department’s Sexual Assault Unit at 301-772-4908. Prescott and HolmesWow. Looks like State’s Attorney Office may have dropped the ball in charging Neil Prescott, who allegedly stated to his supervisor that “I am a joker. I’m gonna load my guns and blow everybody up.” His supervisor had called to fire Prescott from his job as a mailroom subcontractor for Pitney Bowes at the E Hampton Drive Capitol Heights facility. Prescott made these threats a week after gunman James Holmes shot and killed more than a dozen people at an Aurora, Colorado movie theater in 2012.  Neil Prescott underwent a psychiatric evaluation, Neil Prescott was formally admitted at Anne Arundel Medical Center before being formally charged with, get this, misusing a telephone because there was a lack of evidence to charge him.  This is a picture of the some of the guns seized at Neil Prescott’s home in Crofton.  All were purchased legally though.

From the Washington Post, “Prince George’s County District Court Judge Patrice Lewis said Tuesday that it appeared that Neil Prescott was charged under a statute that doesn’t apply to the allegations. She said she agreed with a defense lawyer that the charging document was “defective” and said she was tempted to throw out the case.  The judge gave prosecutors a chance to talk it over before announcing a formal ruling.”
THIS JUST IN FROM NBCWASHINGTON’S Traycee Wilkins, “The trial for the man accused of calling himself “the Joker” while phoning in a threat to his workplace was dismissed due to an issue with the charging document, News4’s Tracee Wilkins reported.”
State’s Attorney Alsobrooks said that Maryland has no law prohibiting people from making general threats over the telephone and this specific charge of misuse is the closest prosecutors have to work with. She acknowledge the law is not strong enough. “I believe that when people like Mr. Prescott threaten violence, especially in this day and age with all that’s going on right now, he ought to be facing felony charges,” Alsobrooks said.”
So it seems it’s the law that needs to be fixed.  Umph.
